Context
- National digital government portal and mobile app for public services in Albania
- Brings citizen, business, and institutional service access into one 24/7 digital front door
- Combines service discovery, application flows, legal-value documents, and mobile access in one platform
e-Albania is the national digital government platform for delivering public services through a single digital entry point. It brings citizen, business, and institutional service access into one coherent service environment across web and mobile channels.
The platform covers a broad public-service landscape, including family and civil-status services, education, employment, health and social protection, pensions, business, permits and licenses, transport, property, customs, and consular services. This makes it a strong reference for large-scale public-sector platforms that must unify many institutions and service domains within one user-facing product.

Core differentiator
The platform's core differentiator is the combination of centralized access and institutional interoperability.
- e-Albania functions as a single point of contact for online public services
- The portal is connected to Albania's government interoperability platform so institutional systems can exchange data in real time
- The platform supports legal-value digital documents, electronic payments, and mobile access across web, iOS, and Android
- The product is built for repeat use, not one-off visits: users can register, authenticate, manage a personal space, and return for recurring administrative tasks
This operating model reduces fragmentation for users while supporting coordinated delivery across multiple institutions.
What the product delivers
- One digital entry point for citizens, businesses, public-administration employees, and selected foreign-user journeys
- Service categories across civil status, education, employment, health, pensions, business, permits, transport, property, customs, and consular workflows
- Downloadable documents with legal value through electronic seal and electronic-signature mechanisms
- Online payment support for eligible services
- Personal account space for tracking and managing user interactions
- Mobile access through official Android and iOS apps
- 1M+ Android downloads, underlining the platform's everyday public reach
Service model and public value
e-Albania supports both service discovery and service execution. Users can search for services, submit applications, retrieve documents, review administrative data, and return for follow-up actions within the same product environment.
Recurring use cases include civil-registry data, vehicle taxes, traffic fines, court-case tracking, education results, health-related records, local taxes, and business registration processes. This breadth of operational use makes the platform a strong reference for public-service products that must support both informational and transactional journeys at scale.
Platform architecture and trust model
e-Albania is linked to the government interoperability platform that enables public institutions to exchange data and support service delivery through connected systems.
- The interoperability layer is the foundational architecture behind the service model
- User data is shown from the databases of the institutions that administer it
- Controlled processing, security measures, and a clear separation between the portal surface and the underlying institutional data owners support the trust model
- Single-sign-on based identification and multi-channel access across web and mobile
This combination is especially relevant for public-sector delivery: one coherent user-facing product, many institutional stakeholders, and a platform model designed for trusted operation at scale.
Contribution note
Members of our team contributed directly to the ground-up rewrite of the e-Albania portal from the beginning of the rewrite in 2015 through 2018, including maintenance support and continued development.
- Portal architecture for a large-scale digital-government platform
- Core web-portal delivery for a public-facing national service product
- Architecture that enabled multiple companies to contribute on one shared platform
- Shared standards and reusable modules to support multi-vendor delivery over time
This is a strong reference for programs where many stakeholders, many services, and many delivery parties must still result in one coherent and trustworthy user experience.
